Add Description

Add description to (local) metadata

# Format of the command in the SNET CLI

snet organization metadata-add-description [-h] [--description DESCRIPTION]
                                           [--short-description SHORT_DESCRIPTION]
                                           [--url URL]
                                           [--metadata-file METADATA_FILE]

User Flow:

• Input whatever fields you would like to add to the (local) metadata file
• Input the path to the local metadata file to edit
• Click the "Add Description" button
