Get channel state in stateless manner

# Format of the command in the SNET CLI

snet client get-channel-state [-h] [--multipartyescrow-at MULTIPARTYESCROW_AT]
                              [--wallet-index WALLET_INDEX]
                              CHANNEL_ID ENDPOINT

User flow:

• Input the channel id and service endpoint
• Input any optional parameters you would like
• Click the "Get Channel State" button
